chore(deps): consolidate dependency updates - #10

Summary

• upgrade TypeScript to 7.0.2 using its native tsc binary
• resolve Biome 2.5.8, tsx 4.23.12, and TypeBox 1.3.14 in the lockfile
• align @types/node with the minimum Node 22.19 runtime baseline via ~22.19.0, currently locked to 22.19.21
• sync the Biome schema URL and restrict Dependabot @types/node updates to 22.19.x patches

This consolidates and replaces the overlapping dependency updates in #4, #5, #6, #7, and #8. The original PRs remain open until this replacement is merged.

Rationale

The project runs and tests against Node 22.19.0 as its minimum baseline. Keeping @types/node on 22.19.x prevents compile-time APIs from exceeding that runtime baseline without raising engines.node or the CI matrix.
